Abstract


In this article, we intend to raise the issue of water information systems of the countries bordering the Black Sea. The watershed tributaries of the Black Sea basin belong to the Danube, the most developed of them, Dniester, Bug, Kamchia, Kuban, etc. Because the coordination of information systems for water throughout the basin of the Black Sea would have been very difficult due to lack of linguistic, geographical, political and economic homogeneity of neighboring countries, this research will focus on three countries of the southern and eastern shores of the Black Sea, such as Romania, Bulgaria and Turkey. Thus, the thread of this article will be to provide an overview of the concepts, methods and available information systems for water that all three countries have developed so far, in order to draft some recommendations and develop possible solutions in terms of waterresources and hydro-informatics management in the countries with the biggest deficits from this point of view, from North Africa and not only.

Différents modes de gestion des ressources en eau ont été mis en place au cours de ces dernières années dans différentes localités à travers le monde pour tenter de gérer, d'une manière plus efficace les ressources qui devenait relativement plus rare. Par ailleurs l'une des obstacles soulevés dans la majorité des situations, concerne l'accès à l'information et aux données relatives à l'eau. Dès lors dans le cadre de cet article, nous avons l'intention de mettre en question les systèmes d'information de l'eau des pays riverains de la mer Noire. Les bassins hydrographiques affluents de la mer Noire appartiennent au Danube, le plus développé d'entre eux, au Dnieper, Bug, Kamchia, Kuban, Sakarya etc. Dans ce territoire la coordination des systèmes d'information de l'eau dans l'ensemble du bassin de la Mer Noire aurait été très difficile en raison de manque d'homogénéité linguistique, géographique, politique et économiques des pays limitrophes. La méthodologie suivie dans le cadre de cette recherche passe par une analyse systémique interdisciplinaire pour étudier les composants constituant le système d'information dans leur complexité, sur trois pays de la rive méridionale et orientale de la mer Noir, à savoir, la Roumanie, la Bulgarie et la Turquie. Cet article nous a permis de fournir un aperçu général des concepts, des méthodes et des systèmes d'information de l'eau que chacun des trois pays ont mis au point jusqu'à présent, et également de formuler des recommandations et élaborer des solutions possibles de management et de gestion hydro-informatique des ressources en eau.
