Abstract


Matters relating to the negotiation require a clear and rigorous procedure. As such, any political negotiation is spared and every candidate in the negotiation party should have an effective mechanism in response to the different offers that are made. As part of this work, the goal of ours is to assess the negotiating mandate, structures, capacities and response mechanisms for Cameroon's participation in the negotiations of Economic Partnership Agreements (EPAs) with the European Union (EU). To achieve this, we have taken advantage of any existing documentation from which we were able to show the negotiation process follows its normal course. However, the differentiating character of the parties' negotiations blocks developed to date, the ratification of the EPA is not always done. This blockage is partly due to the incompatibility of provisions that confer this agreement with Cameroon commitments in the latter part of sub-regional integration. At this stage, a comprehensive EPA would be the best solution in order to limit the negative effects of this agreement on the survival of regional integration in Central Africa.

Les questions relatives à la négociation requièrent une procédure claire et rigoureuse. A ce titre, aucune politique de négociation n'est épargnée et chaque partie candidate à la négociation devrait disposer d'un mécanisme efficace en réponse aux différentes offres qui lui sont faites. Dans le cadre de ce travail, l'objectif qui est le nôtre c'est d'évaluer le mandat de négociation, les structures, les capacités et les mécanismes de réponse pour la participation du Cameroun aux négociations des Accords de Partenariat Economique (APE) avec l'Union européenne (UE). Pour y parvenir, nous avons mis à profit, toute la documentation existante à partir de laquelle, nous avons pu montrer que le processus de négociation suit son cours normal. Cependant, le caractère différentié des intérêts des parties bloque les négociations au point qu'à ce jour, la ratification de l'APE intérimaire n'est pas toujours faite. Ce blocage est en partie dû à l'incompatibilité des dispositions que confer cet accord au Cameroun avec les engagements pris par ce dernier dans le cadre de l'intégration sous régionale. A ce stade, un APE global serait la meilleure solution, afin de limiter les effets négatifs de cet accord sur la survie de l'intégration régionale en Afrique Centrale.
