Abstract


Human being, in all his history, has ever been so dependent upon information. The circulation and consumption of information has engendered a novel society: the society of information. No human community can avoid it. Information is conveyed through Medias. In order to take advantages of these informations, some necessary arrangements have to be made first upstream and downstream. Without them, that community runs the risk of being marginalized or excluded from the information society.
