Abstract


In the Mediterranean region, the magnitude of floods and their frequencies imposes their consideration by forest managers and local decision makers. In this context, the identification of areas expected to be affected by floods is a fundamental information to improve the management of this risk. The methodology developed in this paper allows presenting a tool to assess flooding risk across the river basin. It is based on the idea that the risk of flooding is the resultant of the random factor (frequency of natural phenomena) and the vulnerability factor (sensitivity of land use). The purpose of this article is to make a flood risk map of the Oued Laou plain, which includes the two urban areas Oued Laou. The realization of this map requires a hydrological study to calculate the maximum capacity of the region and a hydraulic study to determine the speed and height of the centennial flood of Oued Laou using the Iber 2.0.3 software. The results will be presented as thematic maps, using the Arcgis 9.3 software, which enable to managers and local authorities to propose mitigation measures in areas expected to be affected by the floods and to act more efficiently in case of flooding. Thus, the study showed the prevalence of high flood hazard while the vulnerability is more moderate; indeed, it is increasingly felt with the growth known in the region in terms of urban planning and infrastructure.

Dans la région méditerranéenne, l’ampleur des inondations ainsi que leurs fréquences imposent une prise en considération par les aménagistes et les décideurs locaux. Dans ce cadre, la détermination des zones susceptibles d’être affectées par les inondations est primordiale pour une meilleure gestion de ce risque. La méthodologie mise en place dans cet article permet de disposer d’un outil d’évaluation du risque d’inondation à l’échelle du bassin versant. Elle repose sur l’idée que le risque d’inondation est la résultante du facteur aléa (fréquence du phénomène naturel) et du facteur vulnérabilité (sensibilité de l’occupation du sol). Le but du présent article est de réaliser une carte de risque aux inondations de la plaine de Oued Laou. La réalisation de cette carte passe par une étude hydrologique afin de calculer le débit maximum de la région et une étude hydraulique pour déterminer la vitesse et la hauteur des crues centennales de l’Oued Laou à l’aide du logiciel Iber 2.0.3. Les résultats seront présentés sous forme des cartes thématiques à l’aide du logiciel Arcgis 9.3 afin de permettre aux aménagistes et aux autorités locales de proposer des mesures d’atténuation dans les zones susceptibles d’être affectées par les inondations et d’agir plus efficacement en cas de crue. Ainsi, l’étude a montré la prédominance de l’aléa inondation élevé alors que la vulnérabilité est plus modérée ; en effet, elle est de plus en plus ressentie avec l’expansion que connaît la région en matière d’urbanisme et d’infrastructures.
