Abstract


This article proposes to prove economically the existence of a second level digital divide in Morocco. We have well designed and administered a questionnaire to approach 1030 persons living in the two largest cities of the Kingdom: Rabat and Casablanca. It seemed to us at the appropriate time to get down working in these big cities where normally there should not be any digital divide, at least the one of first degree, in order to detect inequalities in the use of the Internet. By the present field work we seek to determine far beyond Internet access, a kind of persons being behind the second degree digital divide. Our results lead us to say that the use of the Internet in the cities is influenced by socioeconomic position and the living conditions of individuals. The second degree digital divide is omnipresent. These results are enough to put into perspective the effectiveness of policies to ensure a wide coverage of the country by the ICT expected to create the added value and improve the living standards and social wellbeing of citizens.

Abstract: (french)


Cet article propose de justifier économétriquement l'existence d'une fracture de deuxième degré au Maroc. Nous avons conçu et administré un questionnaire auprès de 1030 individus habitant les deux plus grandes villes du Royaume : Rabat et Casablanca. Il nous a paru opportun de travailler sur ces villes où normalement il ne doit pas y avoir de fracture numérique, du moins celle de premier degré, afin de pouvoir détecter les inégalités dans les usages de l'Internet. Nous cherchons ainsi à déterminer, au-delà de l'accès à Internet, un profil type d'individus à l'origine de la fracture numérique de second degré. Nos résultats nous amènent à dire que l'usage de l'Internet dans les grandes métropoles est influencé par le statut socioéconomique et les conditions de vie des individus. La fracture numérique de second degré est omniprésente. Ces résultats suffisent à relativiser l'efficacité des politiques visant à assurer une large couverture du pays par les TIC censées créer de la valeur ajoutée et améliorer le niveau de vie et le bien-être social des citoyens.
