Abstract


In this study, Presidential Majority and Governance in the DRC, it has been demonstrated how the presidential majority is a confused alliance from the doctrinal, ideological and even natural point of view, a reality which led it to the adoption of the division of power as a mode of governance, This mode is certainly attested throughout both the national and provincial government that the presidential majority had to carry out in the same way as the government GIZENGA, MUZITO, MATATA. Thus, only a political alliance does not result in the emergence of good governance perceptible by the ability to listen to and respond to the governed, political stability and the absence of violence, efficiency of government, quality of regulation, rule of law.

Dans la présente étude, Majorité Présidentielle et gouvernance en RDC, il a été démontré comment la majorité présidentielle est une alliance confuse du point de vue doctrinaire, idéologique et même naturel, une réalité qui du reste l’a conduit à l’adoption de la parcellisation du pouvoir comme mode de gouvernance, ledit mode est certes attesté dans tout le gouvernement tant national que provincial que la majorité présidentielle a eu à réaliser à l’instar du gouvernement GIZENGA, MUZITO, MATATA. Ainsi n'advienne qu'une alliance politique n'aboutissant pas à l'émergence de la bonne gouvernance perceptible par la capacité d'écouter et de répondre les gouvernés, la stabilité politique et l'absence de la violence, l'efficacité des pouvoirs publics, la qualité de la réglementation, l'État de droit, la maîtrise de la corruption, n'est qu'un culte d'opportunité où les acteurs jouent un franc jeu d'enrichissement.
