Abstract


This work is part of a new approach to the study of the planning of public transport in order to optimize accessibility by these means of travel in the Greater Skikda (Northeast Algerian). Isochronal indicators are used to measure spatial-temporal accessibility, an approach based on the use of new information technologies as a tool for analysis, such as Geographic Information Systems (GIS). Since the 1970s, the city of Skikda has experienced an urban dynamic, mainly due to high population growth, rural exodus and a number of other social, economic factors. This rapid urbanization has plunged the city into a multidimensional crisis, generating a multitude of problems: urban congestion, transport problem, environmental degradation, poor space management, etc. In addition to these factors, the centralization of commercial and administrative activities in the city, generate a lot of mobility by creating a large daily flow of travel. In this context public transit by bus should be the appropriate solution to facilitate mobility in the city and minimize road congestion. In this paper we analyzed the level of spatial-temporal accessibility by public transport and drew up a mapping that could be an effective tool for assisting local actors in decision-making in organizing the transport network and optimizing its performance.

Ce travail s'inscrit dans une nouvelle approche de l'étude de la planification des transports collectifs en vue d’optimiser l’accessibilité par ces moyens de déplacement dans l’agglomération de Skikda (Nord Est Algérien). Les indicateurs d’isochrones sont utilisés pour mesurer l’accessibilité spatio-temporelle, approche basée sur l'utilisation des nouvelles technologies de l'information comme outil d'aide à l'analyse telle que les Systèmes d’Informations Géographiques (SIG). La ville de Skikda connaît, depuis les années 1970, une dynamique urbaine due principalement à une forte croissance démographique, à l’exode rural et à plusieurs autres paramètres sociaux, économiques, etc. Cette urbanisation galopante a plongé la ville dans une crise multidimensionnelle, en générant une multitude de problèmes : congestion urbaine, problème de transport, dégradation de l’environnement, mauvaise gestion de l’espace, etc. En plus de ces facteurs, la centralisation des activités commerciales et administratives dans la ville, génèrent beaucoup de mobilité en créant quotidiennement un grand flux de déplacement. Dans ce contexte le transport collectif par bus devrait être la solution adéquate pour faciliter la mobilité dans la ville et minimiser la congestion routière. Dans ce papier, nous avons analysé le niveau d’accessibilité spatio-temporelle par les transports en commun et dressé une cartographie qui pourrait constituer un outil efficace d’aide à la décision aux acteurs locaux pour organiser le réseau du transport, améliorer l’accessibilité et optimiser sa performance.
