[ FISHERIES : A RECOMPOSITION TO THE ECONOMY OF PLANTING IN CRISIS IN THE REGION OF UPPER SASSANDRA (COTE D'IVOIRE) ]

The area of high Sassandra like other areas of the country in confronted to the nutrition problem. These are due to the worst crops the agricultural revenue instability. The over-exploited land by the exportation cultures (coffee-cocoa)reduces the possibilities of the living activities development. The demography, the urban development, the water flow organization, the climate changes and the deforestation have some inversible consequences on the area, the aquatic biodiversity and also on men who live from these resources. Hoping that, pisciculture may be a tool of rural development of the means are given to this field. The Ivorian state has set up since the first decodes of its independences, a policy of development in the sector throughout different international cooperation and diverse programs in rural area. This period coincides to binominal coffee and cocoa glorious time that the government called « the Ivorian miracle ». Face to the difficulties undergone by the binominal coffee and cocoa because of the low prices, the lack of land and the lack of manpower at the beginning of the year 90, the socio-economic challenges around the shallows are becoming more and more important. It seems that the shallow more precisely pisciculture has become more important in the rural and agricultural economic reinforcement process in crises in high Sassandra area. Its insertion in this area is not only due to the public policies but also to diverse informal actors initiatives.

La Région du Haut Sassandra à l’instar des autres contrées du pays, est confrontée à des risques alimentaires. Ceux-ci se traduisent par les mauvaises récoltes, l’instabilité des revenus agricoles. La saturation des terres forestières par les cultures d’exportation (café-cacao) limite les possibilités d’extension des activités vivrières. La démographie, le développement urbain, l’aménagement des cours d’eau, les changements climatiques, la déforestation ont des conséquences irréversibles sur les milieux et la biodiversité aquatique et donc sur les hommes qui vivent de ces ressources. Confiant que la pisciculture peut être un outil de développement rural pourvu qu’on lui donne les moyens, l’Etat ivoirien a mis dès la première décennie de son indépendance une politique de développement du secteur à travers différentes coopérations internationales et divers programmes du milieu rural. Cette période coïncide avec la période glorieuse du binôme café-cacao que les gouvernants ont appelé « le miracle ivoirien ». Au début des années 90, face aux difficultés subies par le café-cacao suite à la baisse des prix bord champ, à l’absence de réserves de terres et l’inaccessibilité de la main d’œuvre, les enjeux socio-économiques et fonciers autour des bas-fonds sont de plus en plus importants. Il apparaît que les activités de bas-fonds et notamment la pisciculture s’insère de plus dans le processus de redynamisation de l’économie agricole et rurale en crise dans la Région du Haut Sassandra. Son insertion dans cette localité résulte aussi bien des politiques publiques que des initiatives de divers acteurs informels.
