[ Constructions stratifiées des logements des quartiers Kauka et Yolo-Nord dans la commune de Kalamu: Indices de ségrégation du cadre de vie ]

The various types of housing without ekistic standards that are currently being built in the Kauka and Yolo-Nord neighborhoods are different from those that have existed for more than five decades. There are strata of housing in three dimensions: unmodified (old dwellings built before 1960 which have undergone slight transformations), modified (old dwellings built before 1960 and have undergone changes without planning) and improvised (new dwellings built without referring to the land use plan and the development and urban planning master plan). Indeed, the majority of inhabitants are exposed to very deplorable socio-environmental living conditions. In reality, many dwellings are annexed by terraces, shops, hair salons, «malewa» restaurants, infrastructure (for ecclesiastical activities: churches)..., in order to better meet the global imperatives of competitiveness and economic growth. However, the policies and strategies mobilized in this framework affect the living conditions of the inhabitants, it is said that formal construction is therefore confronted with improvised construction. This phenomenon is linked to the spectacular increase in population for more than two decades. Through the systemic analysis of the process of spatial exploitation for residential and commercial purposes, this study shows that improvised constructions are the consequences of the alternatives implemented by low-income or middle-income inhabitants, in order to cope to social, family and urgent problems.

Les différents types de logements sans normes ékistiques qui sont actuellement construits dans les quartiers Kauka et Yolo-Nord sont différents de ceux qui existaient depuis plus de cinq décennies. L’on y trouve des strates des logements à trois dimensions: non modifiées (anciennes habitations construites avant 1960 qui ont légèrement subies des transformations), modifiées (anciennes habitations construites avant 1960 et ont subi des changements sans planification) et improvisées (nouvelles habitations construites sans se référer au plan d’occupation du sol et au schéma directeur d’aménagement et d’urbanisme). En effet, la grande part d’habitants est exposée à des conditions de vie socio-environnementale très déplorables. En réalité, beaucoup d’habitations sont annexées par de terrasses, boutiques, salons de coiffures, restaurants «malewa», infrastructures (pour les activités ecclésiastiques: églises)..., afin de mieux répondre aux impératifs globaux de compétitivité et de croissance économique. Cependant, les politiques et les stratégies mobilisées dans ce cadre se répercutent sur les conditions de vie des habitants, dit-on que la construction formelle est donc confrontée à la construction improvisée. Ce phénomène est lié à l’accroissement spectaculaire des habitants depuis plus de deux décennies. A travers l’analyse systémique du processus d’exploitation spatiale à des fins résidentielles et commerciales, cette étude montre que les constructions improvisées sont les conséquences des alternatives mises en œuvre par les habitants à faible revenu ou à revenu moyen, en vue de faire face aux problèmes sociaux, familiaux et urgents.
