Abstract


The Geographic Information System today plays a fundamental role in the life of organizations given its direct impact on its strategic and operational areas is built thanks to the contribution of materials provided by three main parameters: digital, electricity and geography, prototype tested at the National Electricity Company of the Democratic Republic of Congo. The advantage of this model is that the data is stored in the server so that the users - customers of the electricity network have access to it with a positive impact not only on the technical and commercial management of sales centers but also on the control system of senior management in real time. The data thus collected in the field made it possible to constitute a database for the operators of the electricity network. The aggregation of the above-mentioned elements has made it possible to develop an effective and efficient geographic information system, therefore efficient, and this by hybridization between database management software, vector drawing and image processing, for decision-making at the level of the company’s organizational management system.

Le système d’Information Géographique joue aujourd’hui un rôle fondamental dans la vie des organisations vu ses impacts directs sur ses domaines stratégique et opérationnel est construit grâce à l’apport de matériaux fournis par trois principaux paramètres: le numérique, l’électricité et la géographie, prototype expérimenté à la Société Nationale d’Electricité de la République Démocratique du Congo. L’avantage de ce modèle est que les données sont logées dans le serveur pour que les utilisateurs – clients du réseau électrique y aient accès avec incidence positive non seulement sur la gestion technique et commerciale de centres de ventes mais aussi sur le système de pilotage de la haute direction en temps réel. Les données ainsi récoltées sur terrain ont permis de constituer une base des données pour les exploitants du réseau électrique. L’agrégation des éléments ci-haut cités a permis de développer un système d’information géographique efficace et efficient, donc performant et cela par hybridation entre les logiciels de gestion de base des données, le dessin vectoriel et le traitement de l’image, pour une prise de décision au niveau du système de management organisationnel de l’entreprise.
