[ Le sport scolaire à Dakar: De la réforme de l’UASSU à la nouvelle forme ]

After several years of lethargy, the revitalization of school sports is driven by a political will implemented since 2016. Have the milestones laid in the high schools of the Dakar academy inspection promoted a real revival? The answers coming the coordinators during their semi-structured interviews indicate much more the renewal of the defunct USUSA system than real changes. The creation of the regional committee for the management and revival of school sports has not yet succeeded in rolling out all the forecasts of the plans. There has never been a national festival. In high schools, levies are made on the students’ enrolment for financing these activities. The confusion between school sport and physical and sports education by the administrations has not favored an effective management of the sports activities of associations, which are almost limited to football and basketball. Despite the establishment of the coincidence between the hours of PSE and SS, the coordinators hardly mobilize students as desired because of the resistance of some teachers who have them in class during certain matches, the lack of follow-up of young talents, the interest in cognitive disciplines carried especially by parents, etc. Finally, the financial motivation of PSE teachers that is considered insufficient has been remained the same. Some of them, certainly monitors, engage in parallel lucrative activities.

La revitalisation du sport scolaire, après plusieurs années de léthargie, est portée par une volonté politique mise en œuvre depuis 2016. Les jalons posés dans les lycées de l’inspection d’académie de Dakar ont-ils favorisé une véritable relance? Les réponses des coordonnateurs émanant des entretiens semi directifs font état, beaucoup plus, de reconduction du système de la défunte UASSU que de changements véritables. La création du comité régional de gestion et de relance du sport scolaire n’a pas encore réussi à dérouler toutes les prévisions des planifications. Il n’y a jamais eu de festival national. Dans les lycées, la base du financement de ces activités est constituée des prélèvements faits sur les inscriptions des élèves. La confusion entre sport scolaire et l’éducation physique et sportive par les administrations n’a pas favorisé une gestion efficace des activités sportives des associations qui se résumént quasiment au football et au basketball. Malgré l’établissement de la coïncidence entre les heures d’EPS et de SS, les coordonnateurs peinent à mobiliser comme souhaité les élèves à cause de la résistance de certains enseignants qui les ont en cours pendant certains matchs, du manque de suivi des jeunes talents, de l’intérêt pour les disciplines cognitives porté surtout par les parents, etc. Enfin, la motivation pécuniaire des professeurs d’EPS, jugée insuffisante, est restée la même. Certains d’entre eux, minoritaires certes, s’adonnent à des activités lucratives parallèles.
