This article is dedicated to the retrospective analysis of the mechanisms for drawing up public policy on wood resources, particularly for the artisanal exploitation of timber, from 2006 to 2016 in the Democratic Republic of Congo. In the light of the results obtained, during 11 years, 73% of the regulatory acts were taken against 18% of the political acts and 9% representing a legal act. This equates on average to 1 act per year. In short, as constructed, all these acts have been taken most spontaneously or following complex political agendas labeled as "opportunistic." Therefore, they weakly shape sustainable development from the established sector in study.

Abstract

Le présent article est consacré à l’analyse rétrospective des mécanismes d’élaboration de la politique publique relative aux ressources ligneuses, particulièrement à l’exploitation artisanale du bois d’œuvre, de 2006 à 2016 en République Démocratique du Congo. Au regard des résultats obtenus, durant 11 ans, 73 % des actes réglementaires ont été pris contre 18 % des actes politiques et 9 % représentant un acte juridique. Cela équivaut en moyenne à 1 acte par an. En somme, tels que construits, tous ces actes ont été pris le plus généralement de manière spontanée ou suivant des agendas politiques complexes qualifiés d’‘’opportunistes.’’ Par conséquent, ceux-ci modèlent faiblement le développement durable à partir du secteur mis en étude.
