The objective of this paper is to analyze through an econometric study the impact of the implementation of the Basel reforms aimed at securing the activity of credit institutions on the intermediation and support activity undertaken by banks vis-à-vis small and medium-sized enterprises. Thus, a model was estimated on a sample covering a period of 3 years, spanning 2013 to 2016 and comprising 200 firms operating in various sectors. Basel regulations are approached by the bank's prudential variables in particular, the average return on equity, the solvency ratio and the short-term liquidity ratio. While access to bank financing for firms is represented by specific variables relating to their levels of liquidity, leverage and profitability. The results revealed that the new regulations are aimed at eliminating unprofitable exposures, which limit risky positions despite their profitability and widen the funding gap for small and medium-sized enterprises. Quantitatively, no reduction in the volume of credit is observable, this depends on the initial position of the bank.

Ce travail a pour objectif d’analyser à travers une étude économétrique l’impact de la mise en place des réformes bâloises sur l’activité d’intermédiation et de soutien des banques aux petites et moyennes entreprises. Ainsi, un modèle a été estimé sur un échantillon qui porte sur une période de 3ans, s’étalant de 2013 à 2016 et comportant 200 entreprises opérant sur divers secteurs d'activités. La réglementation bâloise est approchée par les variables prudentielles de la banque notamment, le rendement moyen des fonds propres, le ratio de solvabilité et le ratio de liquidité court terme. L’accès au financement bancaire des entreprises est représenté quant à lui par des variables spécifiques relatives à leurs niveaux de liquidité, effet de levier et rentabilité. Les résultats ont révélé que la nouvelle réglementation a pour objet d’éliminer les expositions peu rentables, ce qui limite les positions à risque malgré leur rentabilité et creuse le déficit de financement des petites et moyennes entreprises. Sur le plan quantitatif, aucune réduction du volume du crédit n’est observable, vu que ceci dépend de la position initiale de la banque.
