The vessel monitoring system (VMS) is a satellite-based monitoring system which at regular intervals provides data to the fisheries authorities on the location, course and speed of vessels. It was introduced in Morocco in 2011 to try to end Illegal, Unreported, and Unregulated (IUU) Fishing and to meet the requirements of the European Union to set up systems of border control to forbid the access to the markets, of products coming from an illegal fishing and to protect the halieutic resources and the marine ecosystem. This article aims to evaluate the implementation of VMS Project in Morocco. To achieve this goal, we conducted a qualitative survey around different actors : Shipowners, high executives of the Moroccan Ministry of Maritime Fisheries and the Manager of SOREMAR Company (company that provides installation and maintenance of VMS equipment in Morocco).

Abstract

Le VMS (Vessel Monitoring System) est un système de surveillance par satellite des navires de pêche qui fournit à intervalles réguliers des données sur la position, la route et la vitesse des navires aux autorités de pêche. Il a été introduit au Maroc en 2011 afin de tenter de mettre fin à la pêche illicite, non déclarée et non réglementée et de répondre aux exigences de l’union européenne de mettre en place des dispositifs de contrôle frontalier pour interdire l’accès à ses marchés, de produits issus d’une pêche illégale et de préserver les ressources halieutiques et l’écosystème marin. Cet article a pour objectif de présenter le bilan de la mise en œuvre du Projet VMS au Maroc à travers une étude qualitative menée auprès des différents acteurs concernés : Armateurs, Cadres Responsables du Ministère des pêches maritimes et de la Société SOREMAR (société qui assure l’installation et la maintenance des équipements VMS au Maroc).
