In this study, political actors and application of agreements in the DRC, it has been shown how the New Year's Eve agreement was only a result of the non-respect of the constitution by the Kabila regime. This means that non-compliance with regulatory provisions pushes social actors to sign political agreements which, in most cases, are not respected after they have been signed, and whose elements are the basis of their violations by the players involved are political, economic, social and cultural, which can be grouped into two. On the one hand, the elements linked to political actors (selfishness, greed, individualism, the various advantages that the power they hold gives them, etc.), and on the other hand, the elements linked to the internal and external environment. So for the political actors to respect their commitments, we have suggested the active participation of citizens and the national conscience of the rulers.

Abstract

Dans la présente étude, acteurs politiques et application des accords en RDC, il a été démontré comment l’accord de la saint sylvestre n’était qu’une résultante du non-respect de la constitution par le régime Kabila. C’est autant dire que, le non-respect des dispositions réglementaires pousse les acteurs sociaux à signer des accords politiques qui, dans la plupart des cas, ne sont pas respectés après leurs signatures, et dont les éléments étant à la base de leurs violations par les acteurs en jeu sont d’ordre politique, économique, social et culturel, qui peuvent être regroupés en deux. D’une part, les éléments liés aux acteurs politiques (l’égoïsme, la cupidité, l’individualisme, les différents avantages que leurs procure le pouvoir dont ils sont détenteurs…), et d’autre part, les éléments liés à l’environnement interne et externe. Alors pour que les acteurs politiques respectent leurs engagements, nous avons suggéré la participation active des citoyens et la conscience nationale des gouvernants.
