 The major challenges of Togo’s maritime space

Abstract


This article presents the different problems that Togo faces in its maritime space. The research methodology is based on field survey, observation, literature research and interviews. The talks concerned fishermen, market gardeners of the coastal cordon, resource persons from the Ministry of the Environment and the Ministry in charge of the maritime economy, some associations, the authorities of the autonomous port of Lomé, and the Togolese navy. A total of 25 people are being investigated. The data collected was manually analyzed and processed. Excel, Word and ArcGis 10.4 software and allowed text formatting. The results show that Togo’s maritime space is confronted with environmental problems (erosion and pollution), mapping of available natural resources, legal delimitation of the effective boundaries of space, governance of space, problems related to the different actors and conflicts of use and security challenges of space.

Cet article présente les différents problèmes auxquels le Togo est confronté dans son espace maritime. La méthodologie de recherche se base sur l’enquête de terrain (l’observation et les interviews et entretiens) et la recherche documentaire. Les entretiens ont concerné les pêcheurs, les maraîchers du cordon littoral, les personnes ressources du ministère de l’environnement et du ministère en charge de l’économie maritime, de quelques associations intervenant dans cet espace, des autorités du port autonome de Lomé et de la marine togolaise. Au total 25 personnes sont enquêtées. Les données recueillies ont été dépouillées et traitées manuellement. Les logiciels Excel, Word et ArcGis 10.4 et ont permis la mise en forme du texte, tableaux et figures. Le téléphone Itel P33 Plus a été utilisé pour la prise de vue et enregistrement des verbatim et entretiens. Les résultats montrent que l’espace maritime du Togo est confronté aux problèmes environnementaux (érosion et pollution), de la cartographie des ressources naturelles disponibles dans la mer togolaise, de délimitation juridique des frontières effectives de l’espace maritime togolais, de gouvernance de l’espace, problèmes liés aux différents acteurs et les conflits d’usage et défis sécuritaires de l’espace.
