This article aims to understand the different relational configurations forming the backdrop of the artisanal timber sector in the Tshopo region in the Democratic Republic of Congo and their implications for sustainable local development. Thus, in terms of three types of relationships noted, namely coalitions, negotiations and conflicts, it is shown that this sector is dominated by weak links whose social capital is generally held by artisanal miners, modeled by the weak public policy. As a result, local development suffers as the rules of the game are much more strategic than impersonal.

Abstract

Cet article vise à comprendre les différentes configurations relationnelles formant la toile de fond du secteur artisanal du bois d’œuvre dans la région de la Tshopo en République Démocratique du Congo et leurs implications sur le développement local durable. Ainsi, au regard de trois types de relations notés, à savoir les coalitions, les négociations et les conflits, il est démontré que ce secteur est dominé par des liens faibles dont le capital social est généralement détenu par les exploitants artisanaux tel que modelé par la faible politique publique y afférente. Par conséquent, le développement local en pâtit, considérant que les règles du jeu définies sont beaucoup plus stratégiques qu’impersonnelles.
