The issue of conflicts in eastern DRC and particularly in North-Kivu remains worrying. Their adverse effects claim many victims with complex and unlimited needs. Several local, national and international organizations are supporting the government in order to face this situation, but the RCIC remains in a better position, due to its mandate to promote and protect the IHL. This organization has carried out activities to assist and protect victims of conflicts in eastern DRC. Multisectoral assistance to victims, transparency and collaboration with other actors are all positive aspects that characterized the RCIC’s activities. On the other hand, the poor coverage of response to needy persons, the weak communication on its action and the priority on the curative remain aspects that must be improved. Thus, improving the coverage of response to persons in need, strengthening both cooperation and communication about its action are the proposed mechanisms to make more effective the RCIC’s action in favor of the conflicts’ victims in Noth-Kivu.

Abstract

La question liée aux conflits armés à l’Est de la RDC et particulièrement au Nord-Kivu demeure préoccupante. Des effets néfastes à l’issue de ces conflits font plusieurs victimes aux besoins complexes et illimités. Plusieurs organisations tant locales, nationales qu’internationales viennent en appui au gouvernement pour faire face à cette situation, mais le CICR reste mieux placé, de par son mandat de promotion et de protection du DIH. Cette organisation a mené des interventions en vue d’assister et de protéger les victimes des conflits armés dans cette partie du pays. L’assistance multisectorielle aux victimes, la transparence ainsi que la collaboration avec les autres acteurs sont autant d’aspects positifs qui ont marqué ces interventions. Par contre, la faible couverture des besoins des bénéficiaires, la faible communication sur son action ainsi que la priorité sur le curatif demeurent des aspects à améliorer pour ces interventions. Ainsi, l’amélioration de la couverture des besoins des bénéficiaires, le renforcement de la coopération avec les autres acteurs ainsi que le renforcement de la communication sur son action sont de mécanismes proposés pour rendre plus efficaces les interventions du CICR en faveur des victimes des conflits armés au Nord-Kivu.
