An investigation on land management in the group Bugorhe was made from January 2013 until December 2014. This study has imbued us tools to mobilize for socio-economic transformation or better for good integral development of the democratic republic of the Congo in general and Bugorhe group in particular, but also include land management in the Bugorhe group who is a victim of the ignorance of the Land Law (Law No. 73-021 of 20 July 1973 as amended and supplemented by law No. 80-008du 18 July 1980) and the lack of urban planning and subdivision in most neighborhoods and villages as it observes some uncontrolled construction here and there and some land conflicts that result because most Bugorhe the group 's land is customary origin and that would require a strong involvement of public authorities to clean up this valuable area for human life. Moreover the earth being a cult object and imbued sacredness element of social cohesion, economic development tool, it is simply a matter of extraordinary complexity and at the same time, an economic good of paramount importance. Indeed, in both urban and rural areas, land is developed for housing, agriculture, livestock, trade, industry, handicrafts, fish farming; once mostly unregulated reconcile custom and law; the division of society may arise in any circumstance; and that's why the state has seen fit to only arrogated absolute ownership of land (Art.53 of the Land Law of 18 July 1980) and in the spirit of Article 58 of the Constitution. Une investigation sur la gestion foncière dans le groupement de Bugorhe a été faite depuis Janvier 2013 jusqu'en Décembre 2014. Cette étude nous a imprégnés des outils à mobiliser pour une transformation socio-économique ou mieux pour un bon développement intégral de la RD. Congo en général et le groupement de Bugorhe en particulier mais aussi comprendre la gestion du foncier dans le groupement de Bugorhe qui est victime de la méconnaissance de la loi foncière (loi n° 73-021 du 20 juillet 1973 telle que modifiée et complétée par la loi n° 80-008du 18 juillet 1980) ainsi que de l'absence des plans urbanistiques et de lotissement dans la plupart des quartiers et villages car il s'observe certaines constructions anarchiques çà et là et qui entrainent certains conflits fonciers car la majeure partie des terres du groupement de Bugorhe sont d'origine coutumière et qui nécessiteraient une forte implication des pouvoirs publics pour assainir ce secteur très utile pour la vie de l'homme. De plus la terre étant un objet cultuel et empreint de sacralité, élément de cohésion sociale, instrument de développement économique, elle est tout simplement un sujet d'une complexité inouïe et en même temps, un bien économique d'une importance capitale. En effet, en milieu urbain comme en milieu rural, les terres sont aménagées pour l'habitat, l'agriculture, l'élevage, le commerce, l'industrie, l'artisanat, la pisciculture ; une fois non réglementées surtout concilier la coutume et la loi ; la division des couches sociales peut surgir dans n'importe quelle circonstance ; et c'est pour cette raison que l'Etat a jugé utile de s'arrogé seul la propriété absolue du foncier (Art.53 de la loi foncière du 18 juillet 1980) et selon l'esprit de l'art 58 de la constitution de la RD .Congo du 18 février 2006.
