A study on the equal treatment of users of public services; for subscribers of the National Electricity Company "SNEL" in Kavumu shopping center; allowed us to discover how this state company provides its services to its users (subscribers). However; it is clear that the principle is violated in benefits SNEL. Several abuses occur in benefits to its customers especially in pricing and billing. The price applicable to the eastern DRC makes it very expensive to the current Kavumu; following billing which is observed; even in case of failure and it also violates the right of access to electricity as guaranteed by the constitution of the DRC (Art.48 of the Constitution of the DR Congo 18february.2006.)
More; we found other abuses in the organization of special relief and lines; and noticed discriminate between subscribers. Load shedding and special lines do not conform to the distribution of electrical energy regulations and the state provides no effort to protect users or better to make this right guaranteed by the Constitution and the violation engage(bind) liability under the spirit of the Congolese Civil Code Book III (Art.258 , 259 CDC III).

Une étude portant sur l'égalité de traitement des usagers des services publics ; cas des abonnés de la Société Nationale d'Electricité « SNEL » dans le centre commercial de Kavumu ; nous a permis de découvrir la manière dont cette société de l'Etat fournit ses prestations envers ses usagers (abonnés). Cependant; force est de constater que le principe est violé dans les prestations de la SNEL .Plusieurs abus s'observent dans les prestations envers ses abonnés et surtout dans la tarification et la facturation. Le tarif applicable à l'Est de la RDC rend très cher le courant à KAVUMU; à la suite de la surfacturation qui s'observe; même en cas de coupure et cela viole aussi le droit d'accès à l'énergie électrique pourtant garanti par la constitution de la RDC (Art.48 de la constitution de la RD. Congo du 18fév.2006).
De plus; nous avons pu constater d'autres abus dans l'organisation des lignes spéciales et délestage; et avons remarqué une discrimination entre abonnés. Le délestage et lignes spéciales ne sont pas conformes au règlement de distribution de l'énergie électrique et l'Etat ne fournit pas d'effort pour protéger les usagers ou mieux rendre effectif ce droit garantit par la constitution et dont la violation engerait sa responsabilité selon l'esprit du Code Civil Congolais Livre III (Art.258 ; 259 du CCL III).
