In a socio-political context characterized by a surge of violence in recent decades in the region of the Great Lakes (Burundi, Rwanda and Eastern DRC), solutions research have been undertaken at various levels: legal, political, diplomatic and military. But it is clear that the research did not get the desired effect. For this purpose, a focus on the contribution of civil society as a unifying element of peace and regional integration by adopting a functionalist approach seemed necessary. Civil society is not considered as a panacea for the promotion of peace, but as a means to which it would be appropriate to linger.
Civil society is thus a factor contributing to the regional and peace integration. It is translated through the specificity of its action and the trust it enjoys with the populations. Furthermore, civil society plays an important role at the regional level in the reconstruction of the social fabric which expression can be seen through a comprehensive framework.
However, it is clear that socio-political, ethnic and economic pressures contribute more to limit its action.

Abstract

Dans un contexte sociopolitique caractérisé par un déferlement de violence, au cours de ces dernières décennies dans la région des Grands lacs (Burundi, Rwanda et l'Est de la RDC), des recherches de solutions ont été entreprises tant sur le plan juridique, politique, diplomatique que militaire. Mais, force est de constater que ces recherches n'ont pas obtenu l'effet escompté. A cet effet, s'intéresser à la contribution de la société civile comme élément fédérateur de paix et d'intégration régionale en adoptant une approche fonctionnaliste nous a semblé nécessaire. La société civile n'est pas envisagée comme panacée à la promotion de la paix mais comme moyen vers lequel il serait pertinent de s'attarder.
La société civile est donc un facteur de contribution à la paix et à l'intégration régionale. Celle-ci se traduit par la spécificité de son action et de la confiance dont elle jouit auprès des populations. Par ailleurs, la société civile joue un rôle important au niveau régional dans la reconstruction du tissu social dont son expression est perceptible à travers un cadre de concertation globale.
Toutefois, force est de constater que des pesanteurs sociopolitiques, ethniques et économiques contribuent davantage à limiter son action.
