Abstract


The SNV's Program for Strengthening Cotton Producer Organizations, due to the failure of the prescriptive approaches used in the past in rural area, has implemented another more participative and holistic approach (the Advice for the Family Farming: AFF). This approach aims at improving the decision-making process of the producers and consequently, the improvement of their incomes. This article therefore aims at evaluating the effects of the Advice for the Family Farming (AFF) on the economic performance of cotton producers. The data collection involved 160 randomly selected producers including eighty (80) AFF auditors and eighty (80) non AFF auditors. These data were analysed using the multiple linear regression method. The results showed that the AFF auditor’s cotton producers were economically more efficient than their homologous non-auditors. In fact, the net margin of the auditors was significantly higher than the net margin of their homologous non-auditors as the coefficient of the variable "contact with an AFF facilitator" is positive and significant at the 1% threshold. Accordingly, the net margin of an AFF auditor was increased by 25,294.68 F CFA. The AFF therefore had a positive effect on the net margin of the beneficiaries. However, the adoption of the AFF by the producers has been a major problem. Thus, continuing with the alphabetisation of the producers would be a guarantee for the control of the AFF. Finally, the extension of the approach to other household activities and the inclusion of a larger number of women will help to improve considerably the living conditions of rural populations.

Le Programme Renforcement des Organisations de Producteurs de Coton (PROCOTON) de la SNV, compte tenu des échecs qu’ont connus les approches dirigistes d’intervention en milieu rural, a mis en œuvre une autre plus participative et holistique (le Conseil à l’Exploitation Familiale : CEF) visant l’amélioration du processus de prise de décision des producteurs et l’augmentation de leurs revenus. Le présent article a donc pour objectif d’évaluer les effets du CEF sur les performances économiques des exploitations cotonnières. Les données collectées auprès de 160 producteurs choisis de façon aléatoire, à raison de quatre-vingt (80) auditeurs CEF (AC) et quatre-vingt (80) non auditeurs, ont été analysées par la régression linéaire multiple. Les résultats ont montré que les producteurs de coton auditeurs CEF étaient économiquement plus performants que leurs homologues non auditeurs. En effet, la marge nette des auditeurs était significativement supérieure à celle des non auditeurs au seuil de 1% puisque le coefficient de la variable "contact avec un animateur CEF" est positif et significatif au seuil de 1%. Ainsi, en passant d’un auditeur CEF à un non auditeur, la marge nette augmentait de 25 294,68 F CFA. Le CEF avait donc un effet positif sur la marge nette des bénéficiaires. Toutefois, l’appropriation du CEF reste un défi vu leur faible niveau d’instruction. Ainsi, la continuité avec l’alphabétisation des adoptants serait un gage pour la maîtrise du CEF. Aussi, l’extension de la démarche aux autres activités du ménage ainsi que la prise en compte d’un nombre plus élevé de femmes contribueront-elles à améliorer considérablement les conditions de vie des populations rurales.
