While the issues of peace trough European integration are the subject of unprecedented scientific production, the new dynamic created by the Maastricht treaty seems rather pardoxal insofar as the European Union seems beneficial only to the last few years acceding States. The political and economic criteria are not well observed in the selection of the Member States of the European Union. Thus, rather than being limited to a simplistic reading based on the approach of the probable end of interstate rivalries, it seemed useful to draw the aspects of human development in order to verify whether, apart from the reduction of interstate bellicosity integration into the European Union in beneficial to the states that make it up.

Abstract

Alors que les questions de paix par l’intégration européenne font l’objet d’une production scientifique sans préccédent, la nouvelle dynamique instaurée par le traité de Maastricht parait plutôt pardoxale dans la mesure où l’Union européenne ne parait bénéfique qu’aux derniers Etats adhérants. Les critères politiques et éconmiques ne sont pas bien observés dans la sélection des Etats membres de l’Union européenne. Ainsi, plutôt que de se limiter à une lecture simpliste basée sur l’approche de la fin probable des rivalités interétatiques, il nous paru utile de piocher les aspects du développement humain en vue de vérifier si, en dehors de la reduction de la bellicosité interétatique, l’intégration à l’Union européenne est profitable aux Etats qui la constituent.
