Since December 13, 2018, the Central Bank of Congo is governed by a new law that covers its organization and operation. This law reinforces its autonomy after the law n° 005/2002 of May 07, 2002 which had already recognized the central bank independence. On the basis of a theoretical framework excavated on the external governance of central banks, this article assesses the legal independence of the Congolese Monetary Authority, retraces the itinerary and achieves, thanks to an index of dependence vis-à-vis of policy, to identify areas where efforts are still expected.

Depuis le 13 décembre 2018, la Banque Centrale du Congo est régie par une nouvelle loi qui porte sur son organisation et son fonctionnement. Cette loi vient renforcer son autonomie après la loi n°005/2002 du 07 mai 2002 qui lui avait déjà reconnu une certaine indépendance. Sur la base d’un cadre théorique fouillé sur la gouvernance externe des banques centrales, cet article évalue l’indépendance légale de l’Autorité monétaire congolaise, en retrace l’itinéraire et parvient, grâce à un indice de dépendance vis-à-vis du politique, de situer les domaines où des efforts demeurent attendus.
