Urban engineering or science of urban nets is designed to design, install and manage infrastructures and essential equipments to normal urban life. It is based on a fine knowledge of urban objects and practices. In a context of urban repair (marked by a predominance of evolutionary facilities), local investment management policy will have to be embedded in local realities. Based on this premise, the present study attempted (from the case of the road safety facilities of an urban peripheral area in the urban center and in full swing) to categorize the panoply of signaling equipments and detect failures that do not optimize their use. The pathologies thus identified are technical, social and institutional. It was therefore necessary to continue to reflect on the measures to reverse this heavy trend. A procedural authority has therefore been identified as the approach to be adopted to include technical measures for the design and exploitation of communal property in a coherent process of sustainability. Similarly, technical innovations are needed to standardize infrastructures and approach them with normality.

Le génie urbain ou la science des réseaux urbains a pour but de concevoir, d’installer et de gérer les infrastructures et équipements indispensables à une vie urbaine normale. Il s’appuie sur une fine connaissance des objets et des pratiques urbains. Dans un contexte d’urbanisme de réparation (marqué par une prédominance d’installations évolutives), la politique locale de gestion des investissements communaux devra donc s’incruster dans les réalités locales. Partant de ce postulat, la présente étude a tenté (à partir du cas des installations de la sécurité routière d’une zone urbaine périphérique du centre urbain et en pleine mutation) de catégoriser la panoplie des équipements de signalétique et de détecter les défaillances qui n’optimisent pas leur utilisation. Les pathologies ainsi identifiées sont d’ordre technique, social et institutionnel. Il a paru donc nécessaire de poursuivre les réflexions par une exploration des mesures à même d’inverser cette tendance lourde. Une autorité procédurale a donc été identifiée comme la démarche à adopter pour inscrire les actions techniques de conception et d’exploitation des biens communaux dans un processus cohérent de durabilité. De même, des innovations techniques sont nécessaires pour normaliser les infrastructures et ou les y approcher.
