Since its independence, Morocco engaged in the process of decentralization which results in the creation of the public administrations of proximity called territorial collectivity, this orientation rested with the new constitution in 2011 the adoption of the organic law. From this point of view and with resulting from the various dysfunctions it was imperative to adopt a new public management that is based on action and places the satisfaction of the citizen at the center of concern.

Abstract
Since its independence, Morocco engaged in the process of decentralization which results in the creation of the public administrations of proximity called territorial collectivity, this orientation rested with the new constitution in 2011 the adoption of the organic law. Depuis son indépendance, le Maroc s’est engagé dans le processus de décentralisation qui se traduit par la création des administrations publiques de proximité appelée collectivité territoriale. Ce dispositif s’est renforcé par la nouvelle constitution en 2011 et l’adoption de la loi organique. Dans cette perspective et à l’issu des différents dysfonctionnements de l’administration publique, il était impératif d’adopter un nouveau management public qui se base sur l’action et qui place la satisfaction du citoyen au centre de sa préoccupation.
