In recent years, the sanitation of the city of Lubumbashi has been a hot topic. Indeed, the city has become more and more unsanitary. There are all kinds of landfills here and there that pollute the city. The presence of waste and garbage in inappropriate places makes the city lose all of its beauty. In a process of sanitation, it is important to question the role that communication plays as an instrument of public policy, it is the object of this reflection. Also, why does the city still remain unsanitary despite all the communications made by the urban authority on the issue? The communication of organizations within a public establishment such as the City of Lubumbashi constitutes an important pillar of public policies. It must allow exchanges as well as the sharing of data and information of public utility in order to maintain a certain link at the level of society. To be effective, it must lead to adherence to the authority's message aimed at cleaning up the environment through sustained and inclusive awareness.

Abstract

Depuis quelques années, l’assainissement de la ville de Lubumbashi constitue une question d’actualité. En effet, la ville est devenue de plus en plus insalubre. Il s’observe ça et là de dépôts de déchets de tous ordres qui polluent la ville. La présence de déchets et ordures à des endroits non appropriés fait perdre à la ville toute sa beauté. Dans un élan vers la salubrité, il importe qu’on s’interroge sur la part que prend la communication comme instrument de politique publique, tel est le but de cette réflexion. Egalement, pourquoi la ville reste toujours insalubre en dépit de toutes les communications faites par l’autorité urbaine sur la question ? La communication des organisations dans une institution publique comme la Mairie de Lubumbashi constitue un pilier important de la politique publique. Elle doit permettre les échanges ainsi que le partage des données et d’informations d’utilité publique dans le but de maintenir un certain lien au niveau de la société. Pour qu’elle soit efficace, elle devra entrainer l’adhésion au message de l’autorité visant à assainir le milieu dans une sensibilisation soutenue et inclusive.
