This article analyzes Senegalese companies’ perceptions of non-tariff measures and their application in fresh fruit and vegetable trade. The methodology relies on secondary data to focus on stylized facts, and a survey of SME exporters of fresh fruit and vegetables to analyze their perceptions of the application of non-tariff measures. The survey reveals that the main products exported are mangoes, melons and beans. The main destination countries are France and Spain. The results also show that the measures that significantly affect fresh fruit and vegetable exports are, in order of importance: sanitary and phytosanitary measures, rules of origin, technical barriers to trade, pre-shipment inspection and the regime of non-automatic licensing, quotas, prohibitions, quantitative control measures and other restrictions. The main recommendations put forward for greater efficiency in the export of fresh fruit and vegetables are: improving the diversification of products marketed, improving access to legal and regulatory texts, strengthening the capacity of players in international trade techniques, circuits and mechanisms for applying non-tariff measures, organizing companies into consortia for greater efficiency in implementing measures, and improving foreign trade infrastructure and logistics to reduce trade transaction costs.

Cet article analyse la perception des entreprises sénégalaises sur les mesures non tarifaires et leur application dans les échanges commerciaux des fruits frais et légumes. La méthodologie s’appuie sur des données secondaires permettant de mettre l’accent sur les faits stylisés et une enquête auprès des PME exportatrices de fruits frais et légumes pour analyser leurs perceptions sur l’application des mesures non tarifaires. L’enquête révèle que les principaux produits exportés sont les mangues, les melons et les haricots. Les principaux pays destinataires sont la France et l’Espagne. Les résultats montrent également que les mesures qui affectent considérablement les exportations de fruits frais et légumes sont, par ordre d’importance: les mesures sanitaires et phytosanitaires, les règles d’origine, les obstacles techniques au commerce, l’inspection avant expédition et le régime de licences non automatiques, de contingents, prohibitions, mesures de contrôle quantitatif et autres restrictions. Les principales recommandations formulées pour une meilleure efficacité dans l’exportation des fruits frais et légumes sont: l’amélioration de la diversification des produits commercialisés, l’amélioration de l’accès aux textes juridiques et règlementaires, le renforcement de la capacité des acteurs sur les techniques du commerce international, les circuits et les mécanismes d’application des mesures non tarifaires, l’organisation des entreprises en consortium pour une meilleure efficacité dans la mise en œuvre des mesures et l’amélioration des infrastructures et logistiques liées au commerce extérieur pour réduire les coûts de transactions sur le commerce.
