The governance of a state refers to the set of process, structures and institutions through which a country is managed. The Democratic Republic of Congo is going through a hinge period of its political history marked by a complexity of challenges related to leadership and governance. This article analyses difficulties which impede the instauration of a good governance during the third legislature which started on 24 January 2019 with a political alternation at the head of the State. These difficulties are explained by the absence of a vision of development by the team of leaders, the rupture of FCC-CACH coalition and the installation of the sacred union and the trend of the power concentration by the President of the Republic. This entails the failure of consolidation of a democratic and transparent governance and constitutes a crucial stake for the national prosperity and the future of a united Congo.

Abstract

La gouvernance d’un État renvoi à l’ensemble des processus, structures et institutions par lesquels un pays est dirigé et administré. La République Démocratique du Congo, traverse une période charnière de son histoire politique, marquée par des défis complexes en matière de leadership et de gouvernance. Cet article analyse les difficultés d’instauration d’une bonne gouvernance sous la troisième législature débutée le 24 janvier 2019 à travers une alternance politique à la tête de l’Etat, qui s’expliquent par l’absence d’une vision de développement dans le chef de la classe dirigeante, la rupture de la coalition FCC-CACH (Front Commun pour le Congo – Cap pour le Changement) et la mise en place de l’Union Sacrée ainsi que la tendance à une concentration des pouvoirs dans le chef du Président de la République. Ce qui entraine l’échec dans la consolidation d’une gouvernance démocratique et transparente et constitue un enjeu crucial pour la prospérité nationale et l’avenir d’un Congo uni.
