In the face of the multiform restructuring that territories are undergoing, the governance of urban mobility is becoming urgent and is a challenge for all actors whether public or private. It plays a key role in addressing interregional inequalities. Territorial governance remains an indispensable condition for achieving an acceptable level of local development. It is based on various theoretical foundations, including game theory, stakeholder theory and convention theory. In this sense, this contribution aims at analyzing the implementation of a new urban mobility policy and the contribution of territorial governance within the city center of Fez. The underlying problematic is to know how a kind of territorial governance linked to this project can account for the quality of public management, such a territorial governance can be questioned at different levels by privileging the methodological triangulation, as a methodological approach. In this direction, we carried out the interview with the persons in charge of the project of local development company, then, we analyzed the questionnaires, which we elaborated with the citizens by the method of the Multiple Correspondence Analysis. Our research has shown that participation, trust between actors, digitalization and digital governance are essential elements to develop an effective governance between local actors.

Abstract

Devant les restructurations multiformes que connaissent les territoires, la gouvernance de la mobilité urbaine devient d’urgence et interpelle tous les acteurs qu’ils soient publics ou privés, elle demeure une condition indispensable pour atteindre un niveau acceptable de développement local. Elle s’adosse à différents soubassements théoriques dont entre autres: la théorie des jeux, la théorie des parties prenantes et la théorie des conventions. Dans ce sens cette contribution vise à analyser la mise en œuvre d’une nouvelle politique de mobilité urbaine et l’apport de la gouvernance territoriale au sein de centre-ville de Fès. la problématique sous-jacente est de savoir comment une sorte de gouvernance territoriale liée à ce projet pourra rendre compte de la qualité du management public, une telle gouvernance territoriale peut être interrogée à différents niveaux en privilégiant la triangulation méthodologique, comme une démarche méthodologique, nous avons effectué l’entretien avec les responsables de projet de société de développement local, puis, nous avons analysé les questionnaires que nous avons élaboré avec les citoyens par la méthode de l’Analyse de Correspondance Multiple. Notre recherche a démontré, que la participation, la confiance entre les acteurs, la digitalisation et la gouvernance numérique, ce sont des éléments primordiaux pour élaborer une gouvernance efficace entre les acteurs locaux.
