After a long observation and analysis the process of receiving and sending mail, we opted the computerization the system for managing internal and external mail of the public sector company that is the subject of our study, which is the General Directorate of Customs and Excise of Haut Katanga, in the Democratic Republic of the Congo. This phase explains the ultimate concern that motivates us to conduct research in a given environment while explaining the rationale for choosing this study to meet the needs of the DGDA/DRC. The major concern that motivated us to approach this study is none other than to see the DGDA properly manage its mail, thanks to a computer tool consisting of a database that it can update daily. This study would be useful to companies with managerial character to hold well their management on the mail in the concern to ensure the perenniality of the data and to fight against the waste of time in the search and the location of the old mail.

Après une longue observation et analyse du déroulement des opérations de réception et envoie des courriers, nous avons opté pour la mise au point d’un système informatique de gestion des courriers internes et externes de l’entreprise du secteur publique qui fait l’objet de notre étude qui est le la Direction Générale des Douanes et Accises du Haut Katanga, en République Démocratique du Congo. Cette phase explique notre ultime souci qui nous motive à mener une recherche dans un environnement donné tout en expliquant le bien fondé du choix porté sur cette étude afin de répondre aux besoins de la DGDA/RDC. Le souci majeur qui nous a animé d’aborder cette étude n’est autre que de voir la DGDA tenir correctement sa gestion de ses courriers, grâce à un outil informatique constitué d’une base des données dont elle pourra mettre à jour quotidiennement. Cette étude servirait aux entreprises à caractères managérial de bien tenir leur gestion sur les courriers dans le souci d’assurer la pérennité des données et lutter contre la perte de temps dans la fouille et le repérage des anciens courriers.
