Abstract


This article deals specifically with the limitations of the performance of poverty reduction strategies, due to the ways of doing things and taking responsibility by the various stakeholders who interact in this process, including the public authorities (the Congolese State), NGDOs, technical and financial partners (TFPs), households benefiting from poverty reduction projects and their local leaders. It is the empirical method and the documentary analysis that were used with the support of direct, ordinary and participatory observations. A questionnaire survey was operationalized through individual interviews and qualified informants. The sample (simple stratified but proportional and representative) included heads of development structures (384) and heads of beneficiary households (at least 633), i.e. a total of 1020 subjects at most. In reality, the public authority (State) is less on the side of the NGDOs, leaving them to do as they wish and with no control, or without quality control, when there is any. It does not often ask for accounts on what is being done on the ground and does not follow it. Many NGDOs do not manage the resources made available to them with rigour and sensitivity, with the result that many NGDOs often miss their pre-defined development objectives, with the consequence that the living conditions of their beneficiaries do not improve. The TFPs do not assume all their responsibilities with regard to the financial and technical support they provide (audit and accountability requirements, partnership with public technical services to facilitate joint technical supervision when possible, etc.). There is also a kind of guilty silence on the part of beneficiary households and their local leaders on what is being done, irresponsible participation and sometimes even bad complicity with certain technical facilitators mandated by these NGDOs in the field. An intelligent integration of the two appropriate « upstream » and « downstream » perspectives would help to improve the performance of poverty reduction strategies in South Kivu/DR Congo.

Cet article concerne spécifiquement les limitations de la performance des stratégies de lutte contre la pauvreté, imputables aux manières de faire et de prendre les responsabilités, par les différentes parties prenantes qui interagissent dans le processus dont le pouvoir public (l’Etat Congolais), les ONGD, les partenaires techniques et financiers (PTFs), les Ménages bénéficiaires des projets de lutte contre la pauvreté ainsi que leurs leaders locaux. C’est la méthode empirique et l’analyse documentaire qui ont été mises à profit avec appui sur les observations directe, ordinaire et participante. Une enquête par questionnaire a été opérationnalisée à travers des interviews individuelle et des informateurs qualifiés. L’échantillon (stratifié simple mais proportionnel et représentatif) a compris des responsables des structures de développement (384) et des chefs des ménages bénéficiaires (au moins 633), soit au total 1020 sujets au plus. En réalité le pouvoir public (Etat) est moins regardant du côté des ONGD les laissant faire comme elles veulent et sans contrôle ou alors sans contrôle de qualité, lorsqu’il y en a. Il ne demande pas souvent des comptes sur ce qui est fait sur le terrain et ne le suit pas. Nombreuses ONGD ne gèrent pas les ressources mises à leur disposition avec rigueur et délicatesse faisant que nombreuses actions passent souvent à côté des leurs objectifs de développement définis au préalable avec comme conséquences la non amélioration des conditions de vie de leurs bénéficiaires. Les PTFs n’assument pas toutes leurs responsabilités vis-à-vis des appuis financiers et techniques qu’ils apportent (exigences des audits, des redditions de comptes, partenariat avec les services techniques publics pour facilitation des supervisions techniques communes lorsque c’est possible…). On note aussi une sorte de silence coupable de la part des ménages bénéficiaires et leurs leaders locaux sur ce qui se fait, une participation non responsable et parfois même des mauvaises complicités avec certains animateurs techniques mandatés par ces ONGD sur le terrain. Une integration intelligente des deux prospectives « amont » et « aval » appropriées aiderait à contribuer à l’amélioration de cette performance des stratégies de lutte contre la pauvreté au Sud Kivu/ RD Congo.
